I understand UCI's intention to develop the sport internationally, but what's the point for these athletes from developing countries flying all the way to Scotland, and getting dropped on the first speedbump? Or letting them ride a time trial without a time trial bike? If you do it, make sure they're at least somewhat competitive. This doesn't help them in any way.

Being at the championships can be a feat in itself though. Denying the riders that opportunity won't help them either. If they manage to showcase themselves here, it might also be easier for them to get a contract in Europe.

But that's what I mean, you don't get to showcase yourself if you ride without proper preparation or equipment. How can you expect them to show themselves in a TT without a TT bike?

The UCI can't exactly dictate how the national federations spend their money. But I agree that it probably wouldn't cost them that much money to provide them with equipment for the championships. They might even be able to get sponsors to chip in for the exposure.
