You're probably right!Should Valverde be allowed to ride in this year's TDF,he could end up second behind AC.He showed great improvents so far.

Andy will not make it in the top 3 this year because his not that good.He's just lucky(finishing 2nd) last year due to the absence of other great climbers that could have matched/followed Contador's.Maybe due to the fact that some climbers did not performed well like Sastre.
