It's no good blaming the riders for being too conservative in a race like the 2011 Worlds, when there is no platform for attacking and no chance of it being successful or in fact achieving anything other than tiring yourself out.
It's the race organisers' responsibilities to produce a course conducive to racing (which they do with varying success levels recently), and then it's the riders' responsibility to actually provide the racing (which they do with varying success levels recently).
