The action starts at the start because that's where the start is.
Then there's a stationary state where the peloton is managing the gap and then there's the finale.

It has nothing to do with stage length.

With extremely short stages the first two phases are sometimes skipped and it's straight to the finale.

Johannes Fröhlinger forced to abandon due to a broken finger.

Really bad Tour for Argos Shimano even considering Veelers and this makes their snub of Geniez look incredibly stupid.
