The 9th spot will be filled by the rider who impresses this season. The Giro does not start next week. That doesn't make any sense. The goal of globalization is to spread cycling around the world, to countries that never had much of competitive cycling etc. Nothing to do with old Italian riders dominating Giro ( very highly unlikely too )
