Cost of flying out TT bikes for everyone. Road bike TTs are fairly commonplace in Qatar, Oman etc.

...because of the cost. It's the same agreement the Qatar organisers have had with the teams for years - it stops the bigger budget teams who can afford to fly out TT bikes for a 11/12 minute race doing so.
