Apparently he already had found an agreement with Androni in April, but they needed to find some extra money from the sponsors to pay his salary and all the paperwork/bureaucracy also took extra long because of his unique situation.

I guess the Bora guys dropped everyone and then decided Großschartner riding the TdF in the national jersey looks good.

Alternative, since I found that it was the route of the Raiffeisen GP Judendorf - Straßengel, is that Großschartner attacked on a hill, it became super close, Haller launched early (as best sprinter) and ran out of gas.
