I would rather have 3 decent teams with up to the date salaries and good racing schedules all year round than what we currently have. Which is like 5/6 crappy budget teams months behind on salaries and racing 2 months per year.
Anyway Larouco isn't too hard. Expect a small group sprint. The gaps were pretty big on the Volta do Futuro but that is because Ruben Guerreiro, despite only being 20, is light years ahead of every u23 rider in portugal and no top u23 were in the race.

I don't know a lot but just this year OFM only confirmed the presence in the race the day before the start. Apparently the riders fired the team manager because they aren't getting paid for 6 months or something like that. Also it's very common to give young riders really small contracts, something like 400€ a month or less, and then they still have to pay all food supplements and other stuff from their pocket. At least these are the stories running around the peloton.
Regarding the calendar it's not all that good now: Portugal had 2.1 races like Volta ao Distrito de Santarém, Alentejo or GP CTT Correios. Now only Alentejo subsists as a 2.2 race; also with the reduced number of races in Spain, the portuguese teams don't really ride a lot outside the domestique calendar, except Algarve, Castilla e Leon and a few 1.1 spanish races.
Of course, I agree with you that market wise there's no big interest in riding abroad. I was thinking more in the perspective of developing young riders. For instance: Nuno Matos and Frederico Figueiredo are two young pure climbers that can possibly achieve a decent level. In Portugal they have like 2 decent MTF a year to show their worth.
