Fuglsang needs to attack right from the bottom of the climb tomorrow. It's his last chance to finally win the Tour de Suisse. He already has been 2nd & 3rd before.
Israel desperately needs the points though. So he won't go all-in up towards Malbun!
Fuglsang has very often overestimated his own TT-abilities and in danish interview after todays stage it actually sounded like he thought he had a decent chance agaisnt Thomas in the TT, so its possible he wont feel the need to attack as much as the rest of us thinks he will have to. But clearly he has to try and gain a minute or so if he wants to win overall meaning he have to attack at least when the climb gets hard with 6,5 km to go. .
