I also ignore the idea that Jamaica hasn't an elite programme, which cost the government more than 610 million across all levels at a population of 2.7 million.

They can get some stipend, just as most of the Europeans. In the Netherlands that stipend becomes cancelled once they earn more than 125% of the gross minimum wage.
