I think not. I think people is confuse overrating the level of this Vuelta a España. Overrating Purito beacuse he is beating Contador, Froome and Valverde, but a Contador who was out six months and dont have the competition rhytm, a Valverde in his first year after the punishment and a Froome overcooked after Tour and Olympics. So i think the TDF is the GT with more level this year. And what did Pinot in the TDF were amazing. He beat a superFroome in La Toussuire, did an impressive show in Porrentruy and was the fourth strongest in the mountain. When you look at a picture of Chaves and then a picture of Quintana,. Chaves looks like he's 11 years old and Quintana looks like he's 35 years old, though they are both from 1990. Then when you go to Pinot, he actually looks like he's 22.
Is it possible that Quintana's body simply developed faster than for instance a guy like Chaves? You get this with Eastern European guys too sometimes, their body just seems to develop faster, so they get a high level when they just got pro, but then stagnate. (Kreuziger, Popovych)
But yeah, first year in Europe, 22 years old and riding with Contador, Purito and Valverde in the most difficult mountain stages, while actually working for Valverde, that's one crazy talent. A shame he lost a lot of time in the first week.

That said, judging only their climbing abilities, I do think that Quintana is the more talented of the two.

His ride was fantastic. Quintana is limited in really showing what he's capable of by his domestique duties to Valverde.

On the Chaves/Pinot/Quintana comparison, I don't think you can predict how much progress they can make based on the looks, but it is fair to say that Chaves has made huge improvements over the last two seasons, whereas Pinot and Quintana already stood out when they were 19-20. So whilst he is not at their level yet, he has made up a lot of ground.
Finally, here is Colombia's worlds selection:
Uran, Henao, Anacona, Quintana, Betancur, Duarte, Rubiano (presumably they have to drop 1)
U-23: Chaves, Chamorro, Seb. Henao, Bohorquez.

I might be wrong, but didn't Ulissi have a gap in GP Industria?
