There were teams early in the stage making the peloton going slower and preventing riders to overtake them and go on a breakaway. Peloton etiquette is a weird thing.Probably because it is the etiquette to do so and that it is prestigious to have a rider on your team wearing the pink jersey? They want to honor it.
Others teams job to make the peloton go faster but they may think it was too early on this climb, so they are happy to let FDJ do their thing atm.

We're here to watch cycling, not who is the most rational.When did it become rational to not even try on a stage before the second rest day just because the third week is hard? As if you‘re gonna blow yourself up by trying hard once days before the decisive stages.
