And then look at the SAIDS site and notice that they - like their British equivalent UKAD - do publish decision docs. My statement could have been clearer but the point was that maybe the interpretation of strict liability etc could be caused by lack of experience in handling this very interpretation... Hell even UCI/CAS can take years in this process right..
