As far as the Frds meeting Johan at the airport, I would guess Bruyneel and the Feds had a discussion on that beforehand. Checked eachothers schedules and planned the meetings.
Hope everything works out OK for Floyd. Really hope there will be insufficient evidence and he is cleared too. Hang in there HoneyBadger grrrrr.

My guess about Floyd is that somewhere in the last 2 years, a significant bad nugget of truth was discovered by the team, prompting them to ring the phone down at the San Diego US ATTY's office (so they could still hopefully continue on with the case up in Los Angeles). Once the SD guy said that the crap was true, the Armstrong criminal case effectively imploded from a conviction POV. But enough evidence was left over to warrant handing it to USADA.

Lance has no such option, he has completely painted himself into a corner. And he has no such place in his core where confessing would assuage any strain.
