I don't think "new" wins matter. Best possible chance to win the Tour matters. As good chance as possible to win another GT conditional on that is the second highest priority. Of tertiary targets, the main spring stage races least compromise his main targets.
But winning the Giro also matters. I get what you are saying but even you said he doesn't have s great chance of winning the Tour against Pogacar. Why not win the Giro and be more relaxed to the Tour?
 
I fear that you are right, but I cannot imagine the opposition next year to be Dani Martinez and Zombie Thomas.

Zombie Thomas almost beat Rogla the year before though. Many guys will focus on the Tour but likely one strong guy from Bora and one from UAE will be Vingo's main rivals. If they are too good then maybe it won't be a good training before the Tour.

I suppose it might depend whether he/ the team actually think he has a shot against Pogacar at the Tour. I know at the moment they seem fairly far apart, but I'm always conscious that I thought the same, but in favour of Vingegaard, after the 2023 Tour.
 
The issue with the Giro is that he won't know whether he'll be fresh enough to ride it until after the Tour and then it'll be too late.

The team want to maintain their spot among the best in the world, and for that they need to win big races. The Tour is difficult at the moment and monuments have been tricky for longer, but the Vuelta and Giro have proved to be possible, so I could see the team considering it. Winning all 3 GTs in his career would be a major accomplishment for Vingegaard. Achieving it before Pogačar would possibly be the cherry on top.

They probably won't make the decision for next season until the routes have been announced, although studying them in detail doesn't seem to be one of his favourite pastime activities.
