Britain rode for JTL at the Worlds remember, so it's not as if Brailsford didn't see JTL as a potential member of the inner cabal.
Presumably his blood values in 2012 were under the 50% limit, else he would have been flagged for exceeding that. It is the comparison between those and the ones from 2013 that raised the alarm, so his blood values while riding for Sky showed up his values from the previous years as erroneous. You can spin it other ways of course but those are the supposed 'facts' of his violation.

Having said that a few of the people who used the word "Brit" may have been using it, not as a racist generalization that since he is British that means British people are more likely to dope, but rather as a response to the idea that has been put forward in the past - that Brits and anglos don't or are less likely to dope- with the latest news on JTL representing to them evidence that reputes that theory, which brings out a triumphant - "I thought Brits didn't dope".
