It's obvious that GL was referring to the effect that the revelations about the Federal criminal investigation will have on Armstrong when he predicted that he would either not start or DNF. And it's also pretty clear that Armstrong was affected (negatively) by those revelations - his own lawyer has said as much. It turned out to be not quite enough to make him quit, but I bet it was pretty close, so I don't think GL was far off at all.
