A small one I guess no, it would only make a difference, which should be enough along with the old stuff. But that's not my area of expertise.
That could also be that a new stuff is replacing the old stuff. Or completing it. Who knows?
 
Ghost in the machine Lappartient episode is very telling; he doesn't want every bike tested but only bikes of suspicion. Literally that is what he said.

He also says the amount of bike changes makes it harder. And that the ipads aren't effective.

There really are so many loop holes here.
 
But you need so little capacity to make a huge difference it's pretty unreal.

I'm not an expert in batteries but a hypothetical 10-minute 30-watt boost requires at least 18kJ of energy or 5Wh (probably more due to efficiency). I have no idea how small a battery like that can be, trying to find something over the internet.

EDIT: I found some small batteries (a few thousand mAh and 1,5V) with the biggest dimension (height) of 5-6 cm.
