Hoffman would be Tygart assuming that is a scene. That's easy casting, easy drama, and relatively easy scene to write.
Successful, big budget movies would not finance a story that breaks working movie formulas. It won't have any basis in reality because Wonderboy is not a sympathetic main character.
Using a TV cop-crime-scene-investigation show as the formula, USADA could be an "internal affairs investigators" against the sympathetic, but sometimes breaks-the-rules police officer.
