I seriously doubt if JV said he saw LA dope would be the 'coup de grace' - damaging yes, but his comments would be turned in to a bitter ex-employee who is angry that LA was more successful, RadioShack better than Garmin, etc etc.
Also - you are assuming that JV actually saw LA dope - not just knew he doped, but saw it. This may not have been the case in 99 as JV was not in the inner circle and had left the Tour team by stage 2.

I have been critical of JV before - but comparing him to McQuaid is a bit much.
Also most of JVs comments about things being cleaner are about his own team - not necessarily about the sport in general.

In 2006, that was good advice for Floyd.
The only people JV has to talk about the USPS doping, completely honestly are the Feds and in time the USADA.
