I see Race has had some success in train wrecking my original post by throwing out a red herring.
The course and event do exist: (for the red-herring crowd, please scroll down on the first link. You'll find the Record Challenge Time is the last in event in the National Time Trial Series. I guess the course is devalued so much, they just had to included it in a the national series, but no, I'm making it all up!

I do have one correction. The former junior records are at 20Ks. So it was is a 20K record. I always competed at 40k, so I think of it at 40K.

The course is an out and back. 24.87 miles is equal to 40k. 12.435miles/ 20k to the turn around just short of Estancia. 6.2175miles/10k to McIntosh for the 20K.
For a record that LA set the record in 1990, and it has since been broken, I have found it hard find a link to it. I wonder why? 20 years on? Of course links are the only burden of proof allowed here. Very convenient.
Of course, the children in the room, will now mock the course. Too flat! Straight! One Turn! And on and on….. and on….
This form is not a court of law. LA could be convicted of using PEDs. He could be acquitted if charged. However, then and only then, it will be so, but I'll have good laugh if he is not. If only for the reason the posts on this thread might number in the hundreds of thousands one day.
