That's the point of the WC, it needs to be a representative race for the entire peloton, within bounds (easier one year, harder the next). 10% ramps will reduce the number of contenders to a single-digit number, that's the last thing you want.

Firenze 2013 was the best single day race last year. It started late (like every WC) but the last lap was brilliant.

the 5/10 seconds gaps are neglible... they are still in the peloton.
If you leave a 2 second gap with the guy in front of you, who's last of a big group, then 2 seconds get translated to 10

You and I have different views of what looks fun on paper. Firenze looked brilliant on paper, I don't think a 10% ramp leading to the finish line does, at all. In Firenze it's the riders because the route didn't punish riders who moved before the last km.
