I raced many times against Ryder Hesjedal back in the early 2000s back in my mountain bike days. His doping doesn't come as a surprise. In 2003 he and Roland Green swept 19 World Cup and NORBA races. They were mid-pack (still excellent) racers a couple years before. In my final big MTB race, current world champion Filip Meirhaeghe got busted for EPO. It was obviously all around me and it didn't even occur to me at the time what was going on.
Do I feel cheated? Not really. I trained my guts out, but I also worked as an engineer and did whatever I could to satisfy my racing ambitions. I definitely had better options that being a MTB racer. They were all better than me regardless of what they were on. But what's ironic is that all of them were better than the rest of the pack and they were in an arms race against themselves.
But doping got Ryder to where he is today and paid off for him in the long run. What about all those competitors who fully committed but never took that path? What names never made it because of this arms race at the top? I'm certainly not one of them, but I can think of many who could have been.
They're probably feeling quite cheated right now.
I'm all for a truth and reconciliation process, but what kind of example does it set for the up and comer's who are facing the same decision? It's a tough one...

The fact that Rasmussen confessed everything to the Danish doping authorities was known in january, Hesjedal could at that point have known with near certainty that Rasmussen fingered him (Rasmussen said he told them everything he knew, including names). If Hesjedal's confession came after that, it is of little to no value, just somebody who knows he's going to get busted trying to stay ahead of the story.
If the Hesjedal confession came before that, it would have a little more value, although the fact that he only confessed to crimes outside the SOL makes it more than a little supicious.

USADA confirmed to Cyclingnews that Hesjedal had been interviewed by them and CCES. “As has been publicly reported, we can confirm that USADA, along with the Canadian Center for Ethics in Sport (CCES), interviewed cyclist, Ryder Hesjedal, earlier this year as part of our ongoing investigation into the sport of cycling," CEO Travis Tygart said. "Athletes like him and others, who have voluntarily come in, taken accountability for their actions and have been fully truthful, are essential to securing a brighter future for the sport of cycling.
The CCES confirmed that it met with Hesjedal and the US Anti Doping Agency in spring of this year, and that Hesjedal admitted past doping use then. It said that because of the delay in the Canadian rider coming forward, that he had effectively sidestepped any sanction.
“It is important to note that the World Anti-Doping Code has an eight-year statute of limitations. As such, unfortunately Mr. Hesjedal’s acknowledgement of doping in 2003 will not result in a violation or any sanction.”

Nope.
