Considering his parents background and how ex-pat communities turn inwards it's actually not unlikely Froome got an extremely "Brittish" upbringing. The quotations as it's even likely it's an extreme charicature of Brittish culture.
Especially since the African/Asian and even South American culture are so different these European communities become rather strong in their celebration of even the smallest aspects of their culture.
That's of course not to say Froome's upbringing is near what someone would get in England, but it's quite possible he and his family don't see it that way. He probably wasn't raised with African culture at home (would really be surprising!).
Oh and chances of ex-pats celebrating every national passtime (sports) is quite large. I have seen a documentary of Dutch Expats in Africa who were following speed skating religuously. And not just the males, no the whole community came together at the biggest farm and watched the races. Bizarre as I fall asleep as soon as I see more than one round
