i have no illusions about ANY clean years in cycling including the 2009 and even the 2013 giro.
keep in mind, all opinions about how clean the cycling was or is are speculations, however reasonable they might be...
denis, when watching him interviewed, might come across as an aloof idiot, but i very much doubt he is. a champion doper rarely is... 
my speculation was that in the 2009 giro, he was likely blood doped but because of 2 specific factors he went untouched...those 2 were: 
(i) 2009 was just 1 year after the official introduction of the uci blood passport, that is, it was still the year of data collection rather than aggressive legal prosecution. only an outrageous blood profile would pop you. 
(ii) knowing how to execute an undetectable auto  blood transfusion in combination with a venous epo micro-dosing was the way of those with balls, money and informed. the ruskie was one of them.
then, there is this individual response to being under a suspicion...each rider 
knows, without a letter from the uci, if he/she is being targeted. some reckless riders will continue unabated as the gamblers often do, yet others, i cal them the smarter lot, may curb the self -destructive doping because they have a lot to lose...i speculate (no pro0f) menchov was in the latter category past 2011. 
that said, i believe menchov is a natural and quite talented grand tour rider. but far from the greats like eddy and greg (the contador facts are still unraveling).
