There's two riders who can defeat Roglic. Pogacar and Roglic.
Nothing we've seen so far in this Tour suggests anybody else has the strength and the guts to beat Roglic (and Pogacar) by himself.
Dumoulin attacking would be a good strategy if Dumoulin feels very strong and Roglic feels weak. If they do nothing, then it's likely Pogacar will drop Roglic later on. If Dumoulin attacks, he can ride back in contention while JV holds back the other riders from reacting. It would be dangerous for JV if Dumoulin attacks, Pogacar reacts and Roglic can't follow.
