Not sure. I guess some speculate (on podcasts too) that Tadej made the call to attack. But it was the team plan to repeat the success on the Galibier.

Nice report by Steve Porino from NBC about Tadej. He spoke with the UAE team doctor and learned that Tadej did not have a hunger knock on Stage 11, a mechanical, nor did he lack water. He was a little hot and wanted a water bottle to pour over his head at the top of the climb (which is why he pointed his finger upward).
