in this video, you can see that he did not intentionally elbowed FJ, his elbow got stuck in FJs handlebars. It does not change the fact, that his previous move was dangerous and he should be banned for some time. I have seen worse line changes, fortunately with not so severe consequences.
Not that it really matters but looks to me like the elbow came before any handlebar issue
 
He should be punished, I agree. And I don't believe the theory of the handlebars either. But, I don't think what he did was intentional.

Intentional as in he didn't intend to kill Fabio, it was intentional to prevent Fabio to pass him with illegal means which in turn, at 80km/h can have consequences that might lead to the death of a fellow rider.
 
I've been in favor of completely doing away with timedifferences for the final 3k in sprintstages, for some time. That way you can keep GC riders out of the sprint chaos. It's a good thing for the GC riders, since they don't have to risk injuries due to crashes at high speed, in a situation that is completely out of their comfortzone. In turn it offers more space for the sprinters and sprinttrains. Today this wouldn't have made a difference obviously, but a crash like this could also take out a GC rider (and it has many times in the past). It's safer for all parties involved.

Look closely to the video. Handlebars were stuck together when Dylan pulled on his side (steering left) and that caused the crash. His fault of course but, like I said, no intentional.

This is an act of madness which might have happened in the heat of the moment, but is an attempted murder none the less.

But intentional crash? No, it wasn't.
Someone I know killed a person when speeding. He broke the rules but it wasn't intentional, believe me.
There is a gradation of offence.
