No, I can remember a Giro with a prologue of 1km or something like that. Was in the age of Petacchi
The Tour used to have some quite short prologues in the days when Thierry Marie always won them and grabbed the yellow jersey. Also, someone asked earlier about the difference between an ITT and a prologue. It's not just that it's less than 10 km, it's also--as the name implies--the first day of racing. Sometimes they are called Stage 1 or sometimes Stage 1 is the day following.
 
The prologue on Schlossberg in Linz for the Oberösterreich Rundfahrt is only 700m and takes just over a minute for the fastest riders, but the Tour de Kumano have had some where the winner only needed 50 seconds to complete the course.
Didn't the also have an 800m one on the last part of the Kitzbüheler Horn one year earlier? Edit: It was a 600m uphill prologue, only 70sec for the winner Will Clarce.
