I wouldn't be too sure yet that there'll really be an official general classification with UCI points.If nothing else, the winner will hold the record for most UCI points per kilometre raced forever...
There's quite a lot of UCI points on offer, that is if the race is still ranked as a 2.Pro race. Same amount as for winning the Volta ao Algarve, for instance80% of the peloton probably doesn't even want to start this troll TT. Like why would you. Go for a training ride instead.

Has there been any example in the past that even came remotely close? The Tour of Britain was aborted early after the queen died, but that still meant 5/8 stages.
last year's "Junioren Rundfahrt" probably comes closest, which was cancelled after the prologue. As far as I can see, no UCI points for GC were handed out.Last year's Trofeo Ponente Rosa and Tour Féminin Pyrénées were both scandalous races, but they still managed to get 4/6 stages and 2/3 held respectively.
