If only it worked like that. Tao, G, Roglic had a big crash in the Giro taking it easy peasy on a descent. Ended Tao's season.And this is a different issue, i.e. if there's torrents of water in quasi flood type conditions, then stop the stage.
But if "danger" means GC teams are worried there "could" be crashes on wet, slippery roads, then the solution is simple: ride slower and accept the time loss versus riders who take some risks.
