Its a deserved penalty. he chose to switch bikes, and there is no way you should draft behind the teams car.

Yes.I guess that penalty is for the team car waiting for him, so they could pull him up to the front part of the convoy without having to jump from car to car, but it didn‘t take long to catch up to the other cars, so it‘s a borderline call and probably just applied because he didn‘t actually have a mechanical.
As I just said. This is a decisive moment in this race & the commissaires intervene over a technicality.
