He would have to win either the TT or the fairly easy hilly stage in Dauphiné to get there.

Yeah he could absolutely get there this Dauphine. I think the odds will be slightly against him because I think he's unlikely to win the TT or all 3 of the mountain stages, but neither of those things would be shocking either.
