As far as I undertand it, if your team is in the top 15 then you'll be WorldTour guaranteed. If your team is 16-20 then they are up for consideration for the remaining 3 places. Outside of the top 20 and you can't get in.

Theoretically it all works out, but the fact some teams have long-term contracts kinda gets in the way of the ranking deciding everything.
I don't think anyone knows what would happen if a team with a contract didn't finish in the top 20. I have no idea.
