I'm not so sure. T-A was probably his second biggest goal of the year and he barely managed to podium.
I too see him stepping it up closer to the Tour, but not much beyond his pre-2012 Vuelta level of doping. I think that's about as far as his willing to take it, post-ban.
With the additional AFLD testing
during the Tour, I don't think he thinks he has too many options there, either, other than the usual blood doping.
