and bike handling has nothing to do with great downhilling, boom is fantastic bike handler but average downhiller

There's a difference between bike handling skills while sitting in a peloton and bike handling skills in a descend. But you definitely need bike handling skills in a descend. Boom is perhaps too afraid to take big risks.

Mountain bike riders tend to not have such great bike handling skills while sitting in the peloton, because there's no such thing in mountainbiking.

You said bike handling skills had nothing to do with being a good descender. It's one of the factors that make a good descender.
