Stage being 118km "short" probably has helped today too.

They are also two of the most exciting GT stages for years. So perhaps there is an argument that having fewer such stages forces riders to attack - and they are a bit fresher to create GC action.

If there were 7 or 8 high mountain stages, like in the Tour, most of them would be epically dull, with everyone waiting for the next one and worried they'll blow up later in the race if they go too hard.
