To be honest and correct, weighing more (or better: more weight for the same aerodynamics) will make you faster on a downhill.

I've read that some riders used to pick up ballast on mountain passes to be faster downhill in the olden times.

Not sure Ineos made a very sensible choice having all their main riders start close to each other.
