Isn't that a matter of where you have your license?
Surely Benedetti switched to Polish license right at the time - if not before - he switched nationality. Besides, you can hold license in a country you're not a citizen of. Dunno if it's still the case, but at least some years DCU didn't give licenses to riders living outside Denmark. Chris Anker, for example rode under a Luxembourg license (dunno if he switched to Italian when he moved there), he was always Danish, even becoming Danish Champion.
Edit: Apparently it was the UCI that didn't allow DCU to give licenses to Danish riders living abroad, and surely that was/is not a specifically Danish thing.
