So Fuglsang vs. Valverde for overall? I can't see any of the other riders gaining 30 secs on either of them.

Seems a pretty lame decision to neutralize. But I'm not sure having a full on TTT on flooded roads this early in the season, in a pretty unimportant race, is in anyone's interests.
Why do they let the stage continue if it's too dangerous and it doesn't even count for GC? I can't fathom this decision at all.
Sky are pretty buttfucked now, lol. Don't know what I think about neutralisation, I guess its fine, but completely pointless race now.

Sky could attack early with their second strongest climber (De La Cruz) and hope that Movistar doesn't have a strong enough team to catch him. Same with the captains for the smaller teams such as Hermans and Kudus.

Valverde wasn't the one complaining about the weather on social media. Rather he complained to the race organizers or not I have no clue, but he never said a word on social media. On the other hand some of Sky's riders were complaining and wanted the TTT neutralized. I read MK's multiple tweets about the weather and not thinking the TTT should count towards GC. So take for what it's worth. However, I doubt Valverde will complain about the decision.
