So Fuglsang vs. Valverde for overall? I can't see any of the other riders gaining 30 secs on either of them.

Fuglsang (and Sky) can't just wait to the last mega steep k which favors Valverde.

Sky could attack early with their second strongest climber (De La Cruz) and hope that Movistar doesn't have a strong enough team to catch him. Same with the captains for the smaller teams such as Hermans and Kudus.
Almost the only tactic I can see working. Bala is probably only marking three riders (Fuglsang, Yates and Poels)..

Valverde wasn't the one complaining about the weather on social media. Rather he complained to the race organizers or not I have no clue, but he never said a word on social media. On the other hand some of Sky's riders were complaining and wanted the TTT neutralized. I read MK's multiple tweets about the weather and not thinking the TTT should count towards GC. So take for what it's worth. However, I doubt Valverde will complain about the decision.
