It might be that under such a regime other techniques for improving elite performance are not pursued, or it could be the doping system prevents those with outstanding natural ability from being selected and supported properly. The Russian system seems institutionally corrupt, and it could be that in such a dysfunctional system doped athletes aren't properly supported in other ways. Why invest in the best coaching, if you believe doping is the answer? Wasn't exactly the Russians who came up with the concept of marginal gains* was it?
