Although that probably is what he means to say, the expletive-filled rants of 'angry Cav' make it sound incredibly confrontational. And given HTC's propensity for a bit of roughing up (just ask other sprinters and leadouts about Mark Renshaw), I could see why Ventoso may see it as an implicit threat. And if Ventoso thinks or has seen some hanging on to cars, I could see why he'd be upset - one of the rewards for being a sprinter who can climb a bit better is being fresher (or in the race) when opponents are suffering. It could be that the autobus guys realised they were missing the cut and had to drive at a high pace but did so without raising the ire of the commissars (just as Petacchi, as a professional, worked out just how much he could get away with on stage 2), and Ventoso's group, many of whom stayed with the front group longer and exploded, were suspicious of how much time had been won back.
But yes, there's certainly a bit of potential fun if Ventoso's up for the challenge on the 'glockner, then HTC deliberately slow the bus right down to miss the time cut knowing that Cavendish has no further chances to do anything.
