No. The reason there is a major penalty is that the penalty is designed to balance out the advantage gained. It's not some sort of comment on the morality of the action!
Besides, there is a big difference from trying to score a goal by one's hand (what you're talking about) and simply using all of one's body to block a goal (what actually happened here).
But either way, there are rules to the game which are set up as a kind of contract: do this, and this will happen. The rules are like our laws. They aren't designed with the goal of completely eliminating violations: if they were, every penalty would be the death penalty since that'd be the best deterrent. All our rules are designed to do is rebalance the score. They tell people, if you do violate this rule, you gained an advantage and so you must pay such and such penalty. Use your hand as a defender in your box, you are red carded and a PK is awarded.
That's the contract. And in this case, everything took place according to that contract. There is no need to talk about morality or any extemporaneous BS. It's a game, it has rules, they were followed.
