Stagnation or no stagnation, he has had impressively bad luck in his GTs. Covid in the 2022 Vuelta, completely messed up season hindering him in the 2023 Vuelta, Covid again in last year's Tour and now a knee injury. That's four from four GTs where he has been prevented from performing at 100%. If he was more likeable (and preferably not on UAE) it would have made him a Landa-esque popular underdog.
As well as lacking the likeability/charisma of landa, as you mention in your post, what always went in landas favour was that he was always attacking and raced on instinct ( less so nowadays as he became more a diesel). Helped him to be a popular undergod. I don't see this in ajuso. He is always hiding, following and does not do big attacks. He is also, according to other riders , very obsessively following numbers and looking his watts in the race.
Although is hard for me to like anyone on team UAE, I do not know ajuso enough to particularly dislike him. But at the same time, I don't know what appeal there is to support him. He does not do interviews, he does not have an impact on races, he doesn't attack, he doesn't help his teammates and do big pulls on camera, and because of his team and the fact that he wins enough outside of GTs, he doesn't seem like an underdog in anyway.
Perhaps if gianetti and Martin openly dislike him enough I'll start to support him
