I've seen this a million times. Bullies always stay away from guys that can pummel them either by staying clear of them or befriending them in some way, and prey on those they know won't challenge them.
Armstrong has the added incentive of having fanboys and sycophants at his beck and call almost everywhere he goes, so this gives him even more incentive to act like a goon.
