Why would it matter when USPS updated or amended a contract to a Federal investigation being done by the FDA?

Maybe it wouldn't matter, maybe it would. The 2000 four-year contract is the first one I've seen. I haven't been able to find any amendments pertaining to doping. Were there subsequent contract amendments pertaining to doping?

As long as he is a director or shareholder at any time while that contract was being performed.

As far as "Tailwind", Armstrong invoiced "Tailwind Sports" in August 2001 for $1.47m for his stage wins and yellow jersey bonuses in the 2001 TdF. Can't see any reason why the "supplier" changed for 2002-2004. The USPS audit office refers to "Tailwind" in 2003.

Why don't you just read the links you posted?

USPS amended the contract in April 2003 (during 2002-2004 period of contract) effectively giving Tailwind a rap over the knuckles for mismanagement.

The 2003 audit conducted by the USPS Inspector General faulted officials for "ineffectively" managing extras, such as event tickets and invitations.

Note the error by USPS in referring to "Tailwind Cycling"

No it is not Tailwind's predecessor. It is the same registered entity at law that elected to change its name.

MarkvW can change his name by deed poll numerous times. Does not change your appearance, the ownership of assets, marriage (if any), surviving issue, your liabilities, your social security number, etc..

Why don't you just read the links you posted?

I've yet to see any doping-related amendments in the link I posted. Maybe I missed a doping-related amendment. Maybe there are doping-related amendments elsewhere; that's why I asked you.

If only FDA-related charges are relevant, then Lance is almost home free. How often do you see serious felony prosecutions originating from the FDA?

Armstrong didn't invoice anything. Armstrong was a contractual asset of Tailwind. Armstrong had no contractual privity with USPS. The doc is just Tailwind's saying that USPS owes them all that money for the results earned by its contractual asset.

You sure like the idea that the director of a limited liability company is criminally liable for acts performed by agents of the company on behalf of the company--even without the director's knowledge of those acts. If that was the law, there'd be a lot of bank directors in jail right now!

Each year, the FDA OCI investigates about 1,200 criminal cases that result in the arrests of about 300 criminal suspects. From 1993 through November 2010, agents made 5,702 arrests that resulted in 4,748 convictions and more than $11 billion in fines and restitution.

But I am sure they have nothing on Lance. His achievements were fueled by hope, hard work and unicorn tears.
