Since when has the Tour de San Luis become Pro Tour, and if it did, then it would be a crying shame.

It hasn't become Pro Tour. The article only says that due to the UCI regulations the only stage races Movistar can enter are Tour de San Luis and California as they are 2.1 and above and for the rest of the races they will have to field a continental team.
