It's also good to see Kopecky on the startlist finally. Im curious how good she will be against this field.

I dind't include her on my short list, but I expect her to finish int he top 10, and a top 5 wouldn't even surprise me too much, if she has a great day. But since she hasn't ridden many ITTs outside the Belgian championships, it's difficult to predict her level.

How are seedlings done for TTs, both in WC and in general to begin a tour?

In WC the reigning champion goes last.
Then I can't quite work it out.
I thought maybe it went by UCI rankings of nations but the likes of Spain (currently ranked 3 in the world), Germany (13th) and Australia (9th) start before Panama, Serbia and Indonesia.
Then I thought it might have been by points scored in ITTs but Lazcano of Spain has scored more points in IIT than some of those starting after him.

Maybe they just asked a secretion (hey, thanks autocorrect!) of bookmakers and GCN pundits how they'd like it to be raced?

Starting order

2.4.006 The starting order shall be determined by the organiser of the event in accordance with objective criteria that are to be resumed in the programme - technical guide of the race.
2.4.007 Riders shall set off at identical intervals. Nevertheless this interval may be increased between riders starting last.
2.4.008 The starting order of time trial stages during stage races shall be governed by article 2.6.023.
2.4.009 At world championships and Olympic Games, the starting order shall be determined by the UCI. (text modified on 1.01.98).
