Remco lost it in the corners. Recovering from the Vuelta, he wasn't able to do as much reconnaissance as the others. You could see he went a lot slower, and taking that into account: 9 seconds is almost nothing.
Also: Wout must be frustrated, it had to be in his absence to see Ganna having a lesser day.

Sure.Looking at Foss' racing calendar this season, since Giro he bascially did only Nat champs, Deutschland Tour and Canadian classics. Being super fresh compared to the others and prioritizng his training towards this goal imho played a significant role here.

Foss was sublime today. (Hayter seemed his equal). I think giving the performance of Hayter, this parcour suited a bit the explosive types more than the roulleurs. (As Foss also indicated)
