I think it's fairly common for collarbone breaks in the Tour to start La Vuelta.

It helps when nobody has the legs to put in a move that actually opens up a gap instead of the whole peloton staying in the wheel, and then the one decent move being shut down by Alpecin for Philipsen's third place in the points classification.

You may be surprised how quickly gaps can blow up if a team blocks the road on a climb when the right breaks goes away.
